Normalize vs. boost
Boost applies whatever gain you set, even if it clips. Normalize measures your file's loudest peak and raises (or lowers) the whole track so that peak lands exactly at −1 dB — the loudest it can go with zero distortion. For "make it as loud as possible without ruining it", use Normalize.
Watch out for clipping
If you boost past the point where peaks exceed 100%, the loudest moments distort. The slider warns you the instant your setting would clip.

What does Normalize do?
It scans the whole file for its loudest peak, then scales the entire track so that peak sits at −1 dB — the loudest level safely below clipping.
What is clipping and how do I avoid it?
Clipping happens when boosted peaks exceed the maximum digital level, causing distortion. The slider warns you when your setting will clip; use Normalize for maximum clean volume.
Can I make audio quieter too?
Yes — set the slider below 100% to reduce volume. The same gain math applies in both directions.
